What is BHEA in relationship to CTA and NEA?
BHEA is an affiliate of CTA (California Teachers Association). CTA has over 300,000 members in California. One of CTA's primary
objectives is to affect education policy at the state level. For instance, CTA played a crucial role in the passage of Proposition 30 to
support K-12 funding. BHEA and CTA are part of NEA (National Education Association) which has over 3 million members in the
nation. NEA works to affect education policy at the national level.

What are some of the benefits of being part of CTA and NEA?
There are many benefits to being part of CTA and NEA. You would become eligible for membership in CTA-endorsed credit
unions. You could apply for a CTA Visa card through Bank of America. You could earn discounts on car rentals, insurance, theme
parks, and travel. You could also attend CTA conferences and training throughout the year, have access to legal services (free 1-
hour consultation for employment-related issues, 1/2 hour for other issues), and have Educators Employment Liability Insurance
up to $1 million.

What exactly does BHEA do for me?
The primary function of BHEA is to negotiate our collective bargaining agreement with the school district. Among the critical job
issues within the legal scope of bargaining are:

  • Total compensation (Salary & Health Benefits)
  • Hours of work
  • Safety issues
  • Class size
  • Evaluations & Discipline
  • Preparation time
  • Seniority
  • Transfer rights
  • Grievance procedures

Does BHEA have a social media presence?
Yes. You can "like" our public Facebook page located at https://www.facebook.com/BHEAEducators. Our public page is for the
community and is open to anyone in the public to see. You can also join our private Facebook group at https://www.facebook.

How much are membership dues?
As of the 2013-14 school year, membership dues for certificated members and substitutes whose teaching assignment is more than
60% of a normal assignment are:

  • NEA - $182
  • CTA - $644
  • BHEA - $247

The total amount is $1073. An additional $1.75/month goes to the BHEA Political Action Committee to be used for political
purposes such as campaign material for endorsed candidates. Dues are automatically collected through payroll deduction.

What if I don't want to join BHEA, CTA, or NEA? What are my options?
You have two options. You can either be a fee payer or have religious objector status.

If you choose to be a fee payer, you may pay an agency fee equal to the membership dues amount. You would have 30 days to pay
by check or choose payroll deduction. By doing so, you would forfeit all benefits of membership. You would be entitled to receive
a rebate for the portion of your fees not used for collective bargaining and employment matters (up to 30% of $1073, which is $321).
If you do not fill out a membership form, you automatically become a fee payer and will have your fee deducted each month.

If you are a religious objector, you will be obligated to make a donation to a non-religious, non-labor tax-exempt organization (i.e.
American Cancer Society, Red Cross, United Way) for an amount equal to the amount of membership dues. A donation may be
made by payroll deduction or by a single contribution prior to October 31. Reasonable proof of the contribution must be submitted
to BHEA by October 31.
